[SCA-AE] other group policies on event refunds

Thescorre's exchequer wrote me, in response to a question on
Thescorre's "policy": "I usually leave it up to the autocrat. Most
of the time we do give refunds. " That is an unwritten policy ...
more like guidelines.... (cue The Black Pearl quote)
