I've been reading this string off and on and decided finally to comment.
>From my experience the system we have today, while not perfect, works well. I have been Herald, Seneschal, Castellan, or Autocrat and can only remember one request for permission to conflict, and it was granted.
In the past ten years or so Sterlynge Vayle has hosted a number of Kingdom events. There was a Coronation (TRMs James and Elina's first).
The Shire hosted at least three Crown Tournies. I recall TRMs Morghun and Meirwin's first; TRMs Cygnus and Dorinda's second; and TRMs Rurik and Angelik's second. The Shire has also hosted two Fall Academies and two or three Heralds and Scribes.
Hosting Kingdom events has never been a serious problem if you are flexible. The proceedures are clear cut and you have to wait on the Royals, especially for Coronation and Crown
We also have three traditional local events (Barony Wars and Bazaar in the late Spring which is a three day event; Bards and Bows, a one day event in late Summer; and Sterlynge Schola, a one day event in mid winter) annually. Usually one is a Royal progress but not always. In 2008 CE, Heralds and Scribes took the Sterlynge Schola slot.
We have had to book events into the calendar up to 15 months in advance because of the very long lead time of one of our sites.
