[SCA-AE] A follow up question about the calendar ... Re: Event Conflict

To put a date on the Kingdom Calendar. 
What is required? 
Do you have to have the bid submitted? 
Do you have to have the site? 

In the past, I have seen different groups handle this in a myriad of ways, and I am just looking to verify what the requirements are. 
My presumption is that you have to have a site lined up, and at least be working on the bid (have it on the schedule for your group events committee?)
