I believe that is a holdover memory from East Kingdom Law.  It is not, to my
knowledge, anywhere in Æthelmearc Law.

I would encourage groups to try to hold at least one event a year, but it's
not a requirement.

It has been awhile since I checked out the policies but is it a written
requirement that every group has to hold at least one event a year?  I
know that it has been an unofficial suggestion since being able to host
an event is a good sign that a group is doing well.  But I could never
find it as a hard and fast rule (although granted this was quite a few
years ago and things may have changed).

If it *is* a written requirement, then I think it behooves the
powers-that-be to ensure that every group is able to host an event by
ensuring that some of the smaller groups get some precedence to having
dates on the calendar.

When I was Kingdom Seneschal, there was one year where it seemed that
every time I turned around, one of the Baronies (not to be named : ) was
having an event!  When I got to my year end report, I decided to do a
count to see how many events each group in the Kingdom had held.  Turned
out my local Barony was actually the winner with the most (but I believe
we hosted 2 Kingdom events that year....).  It might be worthwhile for
the Kingdom Seneschal (hint hint : ) to look at the number of events
each group has held over the last 2-3 years (since I believe it is
supposed to be part of their report) and perhaps see if one or two seem
to be "hogging the calendar"?

It is certainly harder for the smaller groups who are in close proximity
to much larger and more active groups to get calendar time.  I would
also suggest that perhaps the larger groups might look at their smaller
local cousins and assist with the activity by co-hosting an event,
sharing the hosting of an event year to year, or perhaps allowing a
local group to have precedence for a weekend to allow an event to occur?
