[SCA-AE] Event conflict and limiting groups? Communication!

statement:
VIII-201 No group may conflict with a Kingdom event without the express
permission of the Royalty presiding at the event.

This allows Crown to be held in upstate New York and, if the Royalty
allow, an event to be held in West Virginia.  However, it is not a given
and the Crown can say no.  Why shouldn't a shire in the opposite end of
the Kingdom ask to hold a small local event if it is pretty much a given
that most of the populace would not be able to travel to Crown?  Those
who wish to can do so, but why stop the rest of the folk from having a
fun time just because they can't travel 10 hours to attend a Crown
event?!

I'd agree to a point. While many folks are willing to drive hours sometimes depending on other involvements a drive from the southern tier of NY to Niagara Falls is a stretch. So plugging new numbers into your "formula" yields:

that [most, some, any] of the populace [of said group] would not be able to travel to [Crown, Royal progress, Large typical event]?  Those who wish to can do so, but why stop the rest of the folk from having a fun time just because they can't travel {10, 5, 2, hours to attend a [Crown
event, royal, large typical]?!"

Juggling event schedules and available dates for said events has been a  tough thing for our new(ish) little shire and I'm sure we are not alone? I am personally NOT a huge fan of making ANY system that complicates an already complicated process. I believe a draft sytem will complicate things for smaller groups. I may also be wrong?

I would STRONGLY encourage groups (ANY level) to be more vocal and communicate better with each other. Communication will break down the barriers to getting events done regionally, together and apart. 

A side question though. How does a "combined event" count towards smaller groups getting their "Kingdom required" one event per year in? Above all this still doens not recognize folks that do not play on a kingdom wide level and does not get royalty into local groups ar at local group events. Communication does hopefully eventually,  but in the short time I've been a paying member of the Society I've seen more tendency towards more complicated systems and not simplify things.
