[SCA-AE] Limiting Groups to Three Events per Year?

This very situation came up at the last Gold Chain tourney held in
Sunderoak. If memory serves, it conflicted with Academy in New York that was
a Kingdom event. I wrote to TRM's and requested permission and after a
couple of emails back and forth, I got permission to conflict.

Everything worked out fine. I don't think VIII-201 is a problem as I have
experience that it does work. If it's not broke, don't fix it.
