[SCA-AE] Limiting Groups to Three Events per Year?

To be blunt...
 
May I ask why a Barony (or Dominion) should receive an extra choice over a shire?  We're all equal.  Having autocratted an event or two, I did my best to avoid people's traditional event dates.  I even went so far as to contact other groups NOT in my region because I didn't want to conflict with them (it was better for both our troll booths). In one case, I cancelled the event because there were too many other things happening that day (even though I had the calendar date first.)  In my opinion, a lottery (draft or whatever you want to call it) is a really bad idea because there enough variables involved with planning an event without having to throw a "luck" factor into the mix.  Really, the true answer to the situation is for autocrats and groups to simply speak more to one another and get information to the kingdom chronicler as quickly as possible.
