I think he's using the "wash away the sand" method to control the placement of the stone because he's working
largely by himself.  Maybe with a crew, and more levers, the stone could be set without a garden hose.

I also think that you could use the same raising jig to position the cap stones on top of the standing
stones.  If you raised it high enough it wouldn't matter which had the mortise and which had the tennon
because you could just position it correctly and then lower it so they fit together.  (But I think the tenons
are on the standing stones as I recall).  You might have to roll the whole jig over top of the standing stones
after the cap stone is raised.  Sounds tricky...
