It should be also noted that raw milk is increasingly in demand among consumers, particularly adherents to "raw food" diets. Dairy farmers who sell raw milk on the side are simply responding to the demand.
This issue is not isolated to Pennsylvania, apparently the Province of Ontario has been wrestling with the same controversies.

If and when Fisher's Dairy sold raw milk it would have been on a
single purchase basis. To make a run of something like Pennsic
chocolate milk with raw milk would have been an immediate revocation
of all of their liscensure and they would have been out of business a
*LONG* time ago.
The way that officials go about this type of shut down is to find out
that the dairy in question is occasionally selling raw milk and get
their hands on some of it. Just selling the raw milk is, in some
cases, enough to shut down the dairy, which is why most dairy's won't
sell raw milk. They want to stay in business and be able to eat.
