It's not another requirement, just a change of requirement. Midrealm law 
already requires that combattants prove that their membership is good until 
at least one month after crown tournament. Changing that to 12 months is 
not really adding a new regulation. (AEthelmearc, by contrast, merely 
requires "proof of membership")
