Your Excellency,
Your understanding is correct. I don't believe it is different from
current practice in Æthelmearc, but I get the impression that other
kingdoms may not be adhering to it.
If someone does not have a blue card, and refuses to sign a waiver, then
they are in violation of society policy and should be asked to leave.
If groups are not following the policy - either by ignoring waivers
altogether or by insisting that people sign again when they produce
their card - then the difficulties would most likely involve
disciplinary action from my office. The exact action would depend on
the situation, and I don't expect to have to deal with it, because no
one in Æthelmearc would cause this problem... right? <big smile>

If they can't display a blue card, they then still sign an individual
or roster waiver? Pardon me for being dense, but I'm slightly confused
at how this differs from the current practice? 'Splainy, please? ;)
Also, are you able at this time to provide more detail on what
difficulties will arise if a gentle cannot produce a blue card or does
not sign a waiver?

This means that Kingdom Seneschals need to get the word out to their
branches Immediately. After 30 days, documented reports of
