I fear that this policy is making even less sense. A background check is
supposed to clear an adult to work directly with children without having
to be supervised. Turning these folks into some sort of supervisor of  
others
boggles the imagination. Further, I know some people who are suggesting
that ALL events (including nap time and coloring) be made into general
activities to avoid the rule.
