I'm going to answer the questions I believe were asked.  If I have
missed any, please let me know.

If there is a demo at a school or a scout troop - we are their guests,
they are in charge and we needn't worry about any of this stuff.

If you are teaching a class and a child comes in, please get another
adult to join you.  Use common sense.  You can simply poke your head
into the hall and ask someone to join you until more (adult) students
arrive, or you can ask the child where their supervising adult is.  We
have rules about children being supervised by a responsible adult.

If you run into a child wandering around, it's not an organized
activity.  Use common sense.  Being alone with a child that isn't your
direct responsibility is just not smart in today's world.  Also, their
supervising adult should be supervising them.  Bring the child to the
autocrat and let them deal with it.

I would recommend that everyone take the time to familiarize themselves
with the rules regarding children at events.  

I'm sorry that we have to go through this.  I know it is inconvenient
and scary.  I'm not remotely comfortable dealing with it.  But, the fact
is, we have to deal with it.  I'm doing my best to make it as simple and
painless as possible.  

I know there are many opinions on how to accomplish this.  The BoD asked
for input well in advance of implementing this, and I know they listened
to all the suggestions.  The fact is that we aren't doing this on a
whim.  There have been real issues with children.  This is the solution
for now.  

If you are not comfortable getting a check, then don't volunteer to be a
children's officer.  I understand the many reasons some people might not
be comfortable, and I don't think anyone should be made to feel bad
because they don't want to go through this.  We are lucky to have many
people volunteering; hopefully there will be no shortage of children's
officers.  That way, if someone without a check wants to organize a
children's activity, they can just grab an officer to join them.
