Mistress Phiala,
This does not trump common sense (completely, anyway!) If a child is
with their parent, I presume all is well. If you are the officer
running a youth activity and a child shows up with the parent, you are
covered for Two-Deep.
The background check does not eliminate Two-Deep, it is in addition to
Two-Deep.
Demos are more of a gray area. If we are attending a demo at a school,
the teacher is in charge of the children and we are guests. Stick with
Two-Deep, you are otherwise fine. Same with Scout Troup demos, etc. If
we are running a demo at one of our events - like a fight practice, then
we need to have someone with a check if there are child-specific
activities at the demo.
If you have a large room, and are running three different tables with
youth activities, you can have one person with a check cover it. Again,
common sense not completely dead here.

Only one? Does that mean that we can't leave a child alone with
its parent? Diaper changes and bathroom trips just got sooo
much more complicated. Or does this not completely trump
common sense?

So I can't teach a class aimed at kids unless I'm warranted and
background-checked? What about doing demos at local
schools? Does everyone participating need a background
check since that's an organized activity aimed at children?
