Two adults present in the room/locale of any youth. No minor should be 
left entirely alone with any one adult, with or without other minors

It's not a Youth Activity - oriented to Youth Only. Therefore if two 
adults are present, it should be fine. Just like if I taught a class on 
privies and a minor wanted to take that class with the adults in my 
class, no special things need occur, provided I am not alone with the 
child. If only the child showed up and wanted to throw for thrown 
weapons or to take my class, we'd need to pull another adult over.

Of course, if I'm wrong, Her Excellency will correct me.

> Up to now it has been our personal choice, as the Marshal in Charge, as to whether or not we allow Youths to participate on a Thrown Weapons range.  If we personally, choose not to allow Youths on our range while we are Marshalling does that avoid the requirement of a Background Check?
