[SCA-AE] Last Call: Chancellor Minors

Greetings.

Can someone please clarify if I am reading this correctly?  After February
14th, Children's Activites can only happen when there is a Warranted Youth
Ministers holding BOTH a pass card AND a warrant card present.  The earliest
opportunity for pass cards to be mailed out to the recipients on MARCH 15,
so there is a situation where there can be no SCA-related children's
activities at events between February 15 and March 15 at the very least?  Or
is there some other timeline for Chancelors of Youth/Chancellor
Minors/Ministers of Minors where they will be fully warranted earlier?

Please advise.
