[SCA-AE] Membership for kids

Endless Hills decided when the NMS first came into existance to never charge 
a child under the age of 18 full price.  We always charge teenagers $1.00 
less at gate on events for this very reason.  It was our contention that we 
didn't want to charge the NMS to children and this allows us to not do so.

To quote the SCA.org exchequers website:
"The NMS will not be collected for minors for whom there is a discounted 
event fee."
