[SCA-AE] A query

Doesn't the authority to pull sanction on an event rest solely within the 
authority of the local seneschal or their deputy/designee and not the 
marshallate who normally only have control of the marshall activities? I 
didn't think even the autocrat could pull sanction for an event unless again 
they were the seneschal or had their authority to act in their stead for 
that event.
