[SCA-AE] Copyright and scrolls

Not to be too mundane, but my understanding is that unless a copyright was 
filed, the fees submitted to thepyright office and the scroll marked with a 
copyright mark before it was given, then the copyright was not retained by 
the originator of the scroll.
