[SCA-AE] Assignment v. Commemorative works

With all due respect to those who have spoken up...
   
  There still remains the issue of what happens when a scroll is damaged or destroyed through no ill will of the recipient. 
  I.e. fire/flood/etc. or even a thief who has taken the piece out the hands of the recipient. 
   
  Are we saying that these people can not be assisted by requesting a replacement scroll for their lost one? 
   
  If we are at a point where we are taking the hard line of "tough luck buddy" then where is the chivalric attitude in that? 
  Where is the honor and grace, where is the generousity of the populace if we are to take such a hard line on scrolls. 
   
  What I would suggest, SUGGEST mind you, is ..
  If you would have all scrolls (pieces, etc.) go through the signet. Let them be aware of the fact that a replacement scroll is being made. 
  On a case by case basis, it COULD be determined if the recipient is in deed in need of a set of signatures from the Crown. 
   
  This way the SIgnet knows of all resources being "tapped" for scrolls/work and knows of any actions being taken to assist the populace. 
   
  Let us not let the horrors of the Mundane world to taint the pageantry of our Society, instead let us imbue onto the mundane world that which makes this society a GREAT one.
