[SCA-AE] Assignment v. Commission of scrolls

Not to snub other kingdoms, but ....
   
  I know that other kingdoms have a backlog of scrolls for their awards that REQUIRE scrolls, that can go back as far as 5 - 10 years, depending on where the scribe is at who was assigned the original scroll, and or if the royalty for the scroll is available, or even ...
  because the court reports were not found to validate the scroll being needed. 
   
  I pray that this fine sylvan kingdom never gets to that point. 
I hope that the good gentles of our kingdom find it within their hearts to realize just how special it is to get a scroll for an award. It should not be looked at as a "RIGHT" to get one, but a wonderful blessing that a talented artist and scribe has been able to set their hand to paper and provide wonderous works for your wall.
