Greetings from Myfanwy!
Considering I have known people who started going grey fairly early in 
life -- my mom and my brother both started going grey at 21, and I have 
run across someone who started going grey at *18* (yes, below the legal 
drinking age many places, including PA) -- I can understand the need 
for the policy.
