Should you decide to recommission a scroll privately,
please be circumspect. Some scribes may not be
offended, especially if the scroll was a rush job for
a stranger.  If that "bland and relatively unadorned"
scroll turns out to be an exact copy of a Medieval
charter or a first black the scribe labored on for
hours, the reaction could be quite different. 

Also know, the royalty who gave you the award are not
obligated to sign a second scroll.
