Unfortunately, revoking of licenses does not necessarily stop repeat 
offenders.  There was a case in the Pittsburgh area a couple of years 
ago, where a woman and her daughter were killed by a drunk driver 
(multiple arrests) who continued to drive, illegally, with a revoked 
license.
Likewise, I'm not convinced that requirements of background checks will 
do all the BoD seems to think it will.  The arrest on child abuse 
charges of a long time BSA troop leader by where I grew up -- it was 
the troop my brother had been in -- being a prime example (and may be 
part of the reason *why* the BSA enacted their policies).  It was a 
shock to a lot of people, including the guy's wife, and our church 
congregation, who sponsored the troop and of which the guy was a long 
time member.
