This is precisely what I was talking about... a background check will 
only catch someone who has already been caught and would therefore be 
*avoiding* those positions.  Those who have not been caught and might be 
seeking those "positions of authority", would also not be exposed by a 
background check.

Kind of nullifies the point, eh?

The only truly viable solution is to interact well with your kids as has 
been repeated many times herein. There is no background check or 
regulation that can take the place of a watchful and knowledgeable parent.
