[SCA-AE] ANNOUNCE: Background checks for youth.

Yes, PA changed their School Code so that all new school employees or those working directly with children in a school
like volunteers or bus drivers must have a FBI Criminal Background check done.  This is in addition to the requirement
to have a PA Criminal Background check done by the State Police and a Child Abuse Clearance done by the Welfare Dept.
This took effect April 1st.
