I agree and will gladly be quiet, for now.  However, as a retired
teacher, I remember only too well cases where a teacher was _accused_ of
having illegal contact with a child, and even though the charges were
dropped, was placed on a roll of likely child abusers.  This type of
taint stays with you, even if you are exonerated.  I, too, fear that
many good people will stop offering services for children within our
Society because of this check.

Having said that, I will now wait for the Society Seneschal to respond.

OK, so I may be off base here, but...
   
  Having read the Society Seneschals comments, and those of others
herein. 
   
  I believe that the intent is: 
  If you are going to normally be performing Youth activity
coordination. 
  Such as youth combat, or youth non-combat activities, in the auspices
of a chancellor of Youth or Youth Marshal, then you need to have a
background check done. 
   
  If you are accepting assistance in the kitchen, or you have a youth
sitting in on a "traditional class" that is not geared towards youth
directly, then you would not need to submit to a background check. 
   
  If you are holding a "Youth event" you should also make sure the the
autocrat is following these guidelines. 
   
  As for who is paying for this, why don't we let the Kingdom Seneschal
verify this for us, and get back to us. 
  Jumping to conclusions will only cause more issues to arise that could
better be handled by a verification of the stipulation from the BoD or
Seneschal of the Society.
