[SCA-AE] ANNOUNCE: Background check FAQ

How do background checks work, anyway? How would this affect people
with bad credit, speeding tickets, or criminal history that would be
unrelated to the likelihood of harming a child, etc? It seems silly to
reduce our volunteer pool because someone once had a car repossessed
or did jail time for a victimless crime.
