[SCA-AE] crown tourney requirements

  This strikes me as silly.  If a Crown entrant can't afford to register Arms, then they sure can't afford to be King and Queen.  
   
  You may say it's the principle of the thing, but there's been substantial agreement that this is a fee and not a donation, and thus doesn't violate Corpora.  So it's all a pretty pointless argument.
