[SCA-AE] crown tourney requirements

There is no need to remove XI-300 from the Laws; I doubt very much Their Highnesses were truly attempting to *ban* anyone from using the Aethelmearc badge at Crown (perhaps more an unfortunate choice of words on Their part).  I believe the intent of the requirement for THIS Crown (and it is so far for THIS Crown Tournament only) is to request that all fighters have some personal arms to display.  I think requesting to change AE Law simply because of this instance is overkill.

As has also been pointed out, the requirement to pay for a submission to the College of Arms is a processing fee for services, the money does *not* go to the Kingdom treasury and is not part of the Kingdom funds.  It is an office expense only.  And, as many have mentioned so far, the requirement was part of Aethelmearc Principality Law for as long as we were a Principality and was never questioned as being a violation of Corpora.

The Society Seneschal was consulted and confirmed that there are no violations occurring here.

If you wish to make a written request to the Board to have the wording of this particular part of Corpora changed, then that is certainly within your right to do so.

Absolutely correct. Which brings us full circle back to the original topic 
of discussion:

Now, how can the participants be obedient to the government documents of the 
Society and the laws of the kingdom if the rules for being a Crown Tourney 
entrant could possibly violate those governing documents and kingdom law?

Judging from what has been posted on this list, there has been overwhelming 
support in favor the heraldic submission requirement for Crown Tourney, 
regardless of the questions it brings up in regards to a Corpora violation. 
There has been overwhelming support forbidding use of the Æthelmearc badge 
by the entrants even though kingdom law says that it can be used by all 
subjects of the realm. That's not exactly being "obedient to the governing 
documents of the Society and the laws of the kingdom." If the support for 
these measures is that widespread and that sincerely held, as seems to be 
the case, then there are several things that we as a kingdom should do:

1) XI-300 needs to be permanently struck from Kingdom law, at the very least 
in regards to Crown Tourney entrants.
2) We need to petition the BOD to amend Corpora IV.F.4 so that it is more 
specific, eliminating the ambiguity in this particular matter. If a specific 
exemption to the "no compulsory financial transactions to the kingdom 
treasury" is made for the various kingdom CoAs, then the vagueness in 
Corpora over this issue would be cleared up.

If having submitted arms is "A Good Thing" for entrants of Crown Tourney, 
then it behooves us to ensure that making it so does not run us afoul of 
violating our society's government documents and our own kingdom law, 
something that we are sworn to protect.

I want to thank everyone for their discussion on this topic. I've been 
around for almost 25 years. I've served in various local and kingdom offices 
over that time in three different kingdoms. Although I am no longer 
physically capable of entering Crown Tournament (I have fought in Coronet 
Tourney before I became disabled), as both an officer and a subject of the 
realm as well as a member of the Society I have a responsibility to ask 
these kinds of questions, no matter how difficult they may be. It is best to 
ask these questions before they become a problem, not after.
