I disagree.  I think there is a definite correlation.  The larger the population to draw on, the bigger the SCA group is likely to be.  Other factors contribute (Myrkfaelinn, for example, benefits from the presence of two upper echelon universities in its community, and colleges beget Scadians more readily than, say, factory towns), but on the whole more people means more Scadians.
