[SCA-AE] Peerages?

One of the comments made was based on the geographic areas for where the peerages were coming from. 
   
  The next question to consider is: 
  What about the peerages taking on Protoge's, apprentices, Squires, etc. 
   
  Rumor has it, that there are a number of peers that don't actively seek out new persons to be their students. 
  Does THIS have an affect on where the peerages are coming from?
