Oh, that's not hard to find.  Heck, I've been accused of being dense, myself.

Allow me to suggest that having a prospective Crown contender coming from a Peer-poor area of the Kingdom does not of itself support a protest against the three-Peer endorsement requirement.  Let us presume that the prospective King seldom leaves that Peer-poor location and knows few outside of it, under circumstances in which the successful contender will be expected to make appeareances Kingdom-wide, from Coppertree to Port Oasis, and to understand those areas well enough to preside over their problems as well as their delights.  Let us presume further that neither our contender nor his or her consort have played long enough, nor traveled widely enough, to know three Peers between them who would be willing to attest to their suitability for the throne.

I think that leads us right back to my original comments.
