  It can.  FWIW, the Laurel and Pelican, at least, have been aware of this bias for several years, and have tried very hard to correct for it. Not being a member of the Chivalry, I can't speak about their process. :-)  Many times we have gone looking for quiet candidates in the smaller groups specifically because we felt they were under-represented and because we know people in those groups may not feel comfortable recommending someone for a peerage.  Not a perfect process, but we're working on it.
