There have been, in the past, East Kingdom crowns that required things 
like an entry in an A&S competition, and even proof of financial 
ability to support a reign. Just sayin'.

To me, the requirement for letters of recommendation from peers for 
non-peer fighters in Crown is much more "Midrealm" in feel than the 
heraldry requirement.
