[SCA-AE] Crown Tourney Question/personal banner display?

That requirement was in Principality Law from the beginning until it was
removed by TRM Yngvar & Caryl.  The recent Crowns have seen fit to
reinstate it as their requirement, but not as law.  Seems to me that it
is quite Aethelmearcian, indeed!
