[SCA-AE] Crown Tourney Question/personal banner display?

I went back and read this. I don't think the question is whether the
cost of submission was a problem. We all know that that has to be paid
for.

I think the question is really can a requirement to fight crown be put
in place that makes it so you MUST pay the submission fee? This means
in order to fight crown that you must pay more then the required
membership fee. 

Somehow I don't think its truly an issue though. I think that the
requirements are fully legal though I may disagree with some of them
personally.
