That would be definitionally a fee, which is covered immediately following
donation in Corpora.  A fee is by definition not a donation.  A donation is
a gift and voluntary, a fee is money that you are charged for some explicit
purpose and is prescribed.  You do not consider the check at a restaurant to
be a donation, no it is a fee for the food and service that you received.
Membership fees, site fees, and submissions fees are all fees for those
purposes.  The clear use of the words donation and fee in Corpora state this
as plainly as can be.
