Well, I'm not a lawyer, but at a glance, the key word here is "donations".
You are purchasing a service, paying for postage, registration fees, etc...
not "donating to the treasury" when you register a device.

Do authorization cards for fighting require any fees these days?
You need one of those to fight in crown as well.
