The heraldic submission fee associated with a submission covers
administrative fees, postage and printing costs specifically. It is not a
fund-raising endeavor. The submission fee is a "reasonable fee for ... [a]
service."
As to whether this violates Corpora, I am not the authority, but I do not
believe so, as all Heraldic submission income is reported in the same
category as event income. Donations are reported under a separate category.
So if event fees are legal, then so are heraldic submission fees, it
stands to reason. Again, that determination is not made by me.
