Forgive me for bringing this up, but does this requirement not violate 
Corpora? Specifically IV.F.4:

4. No law may require members or branches to make donations to the treasury 
of the realm.
Laws which discuss voluntary donations are acceptable, as are those which 
mandate reasonable fees for events and services or discuss financial 
arrangements for the realm’s main events sponsored by local branches.

Since the submission of an heraldic device requires a financial contribution

to the treasury of the realm, specifically the Æthelmearc CoA, it would 
appear that this provision may not comply with Corpora. If the Kingdom's 
portion of the submission fees were waived or reimbursed for entrants then I

think this might pass muster. As written it seems very hazy and subject to a

great deal of interpretation.

Would this be considered acceptable because it is an edict, not a law? Can a

Royal edict violate Corpora in this matter as long as it is not made law 
since Corpora specifically names kingdom law in the provision? Since this is

being made a requirement for entering Crown, I think calling it a voluntary 
donation, which would clear it under the other clause could be called into 
question. Are the CoA's finances not considered to be part of the "treasury 
of the realm"?

Could there please be some clarification on this issue? Having a Crown 
Tournament jeopardized because of a Corpora violation is not something I 
think we want to go through.
