You raise an excellenct point. However, speaking as Garnet Herald 
(submissions herald) for the moment, I would think that the fee for 
heraldic submissions falls under the exception for "reasonable fees for 
events and services". The photocopying and postage alone for the mass 
mailing of our outgoing submissions letter has probably come close to 
exceeding the revenues taken in each month, especially when you consider 
that a number of submissions involve multiple attempts at registration, 
only the first of which incurrs the fee (resubs are free). Our lovely 
and able college exchequer could probably give your more concrete 
numbers, but I seriously doubt that the realm's treasury is swelling 
through the College of Heralds.
