Regardless of the desire or not to have this ruling in place in this kingdom....
I know that there were miss prints of the SCA Fighters hand book numerous times.
I can not find my old copies to judge against (I think I may have given some away at some point), but there were copies that I had from the 1980's, 1990s and at least one from the early 2000s.
Having been in the thick of the 'birthplace' at the time, we tended to get some things a little earlier, and thus occassionally not quite as finalized as other areas.
I remember getting a call from a book seller some years back, when I bought a new copy of the fighters handbook for a household member, and was told "we got a retraction from the authors, and have to reprint, please bring that one back'. apparently there were some very odd changes that were never meant to be in print.
However, enough reminiscing. The point is that it could be that one or the other of you may have had a copy of the book that didn't have all the "correct" information in it.
I know that West kingdom at the time REQUIRED a shield elbow, and as such a number of the armorers would do things like...
3 elbows for the price of 2. by a set, and get an "under the shield" elbow cop without a fan on it.
This practice was not only a good thing for the fighters, but it tended to be a decent thing for the armorers as well.
A friend of mine who was into armoring for 20+ years before retiring told me that the material used for the fanless elbow cop used to come out of scrap, because it was easier for him to weld together 2 pieces to form the cop without a fan than it was to dish out a whole new cop. Not only that but he would usually get the scraps from the material he had for making the other sets anyway... so he made out with LESS scrap that he could have laying around.
So.....
What does this mean for those of us who are in Aethelmearc now, and dealing with the regulation as it stands?
Well, for those of you who feel that this regulation takes away from the spirit of the game, or what ever your reason, to make you not want to have to deal with it. ....
You have your petition to revoke this ruling.
For those of you who feel that the regulation (for a shield sided elbow cop) needs to be in place, then at least we have an option to find fanless elbows.
For the armorer... entrepenuirs (can't spell sorry) are always good people looking to make some money for nothing.... this may be the time to start building up your stock piles of fanless elbows for those good gentles that need a shield sided elbow cop.
Speaking of which, does any one have a good armorer close by?
I would like to find some one who can take some stainless that I have (unfortunately 18 guage) and help me out with making some "pretty" stuff to wear on the field. :D

I the November 2000 edition (what we were using before august 2006) section
VI subsection 6 paragraph A states that shield with padding under the elbow
is enough protection.
In the August 2006 revision the language has been changed to specifically
state that shields are not acceptable. I have both editions in front of me
right now.
Either your requirement was a regionalism, or you sir have been incorrect
for 6 out of 15 years.
