IMO, the fault in your story lies in the combination of the Sheriff
asking the Signet to provide prize scrolls, and the Signet saying
"yes."  Actually, in your story, the Signet asked the autocrat if he
needed scrolls, which I think was well-intended but out of line with
her role. 
   
  The purpose of the Signet office is to provide Kingdom level award
scrolls. It was never intended to provide baronial award scrolls or
event prize scrolls.  Those should be provided by local scribes,
contacted directly by the baron/ess and autocrat. 
   
  If the local group doesn't have enough scribes (or any scribes),
then the baron/ess and autocrat can always ask scribes from
surrounding areas. 
   
  Prize scrolls and baronial award scrolls are an excellent place for
starting scribes to begin cutting their teeth.  One of the things I
have often done with people who were just beginning in scribal arts is
to ask them to design a border or calligraph a scroll for an event
prize.  There's no reason for the Kingdom Signet to be involved with
assigning scrolls to scribes at that level, except the scribes in
his/her own local shire or barony. 
   
  BTW, since this is presumably a hypothetical case, and I have no
knowledge of this happening recently, I'm not casting aspersions on
any autocrats or Signet officers.  Having served as Signet, myself,
and worked with many Signets, I'm only presenting my opinion on how
this sort of thing should be handled.
