Maybe where you were from it was,  but it is a recent addition to the 
marshal's handbook.  Which is why we need more clarification on the ruling.  
I the November 2000 edition (what we were using before august 2006) section 
VI subsection 6 paragraph A states that shield with padding under the elbow 
is enough protection.
In the August 2006 revision the language has been changed to specifically 
state that shields are not acceptable. I have both editions in front of me 
right now.
Either your requirement was a regionalism, or you sir have been incorrect 
for 6 out of 15 years.
