[SCA-AE] Petition to rescend the new elbow cop regulation.

Actually the shield size rule is not law, just a rule that crops up from 
time to time (depending on the royalty more than anything) specifically for 
crown tournament.  I have no thoughts on the new elbow cop rule since I've 
always worn elbow protection under my shield, and have struck several people 
(knights actually) on that same elbow while fighting sword and shield.  No 
injuries resulted (one was wearing a cop and the other not if I recall).  
Seems like their shield wasn't coverage enough.
