I have noticed the same thing, both as a herald running Court, and as a
member of the populace attending.
This can be especially inconvenient for those near the back of the hall,
as hearing Their Majesties, Their Excellencies, etc. can sometimes prove a
bit difficult under the best of conditions -- the ability to project one's
voice isn't a formal requirement for Royalty or landed nobility. (Probably a
good thing, as otherwise, why would they need heralds?):)
But, seriously, people being too loud during Court is a very real
problem, which (IMHO) detracts from the dignity of the Court and those
involved, as well as requiring people to watch the Silent Herald to get an
idea of what is happening up front!
No, I don't think AEthelmearc should make a law concerning it. In the
21+ years I have been playing this game, I have seen a few instances where
an incident pointed up a gap in Kingdom Law or Corpora which really needed
to be addressed... and a (IMHO) great many instances where the automatic
response seemed to be "We'll make a Law about it! Problem Solved!"
The noise problem, both generally, and in specific instances such as
during Court, can probably be better dealt with on a local level than by
(questionably enforceable) Kingdom-level legislation. At least, in my
opinion...
