If you run with expunge_mode:delayed, it's as simple as using the 
unexpunge command.  :)

After you restore the raw files from backups, what is hard about the steps 
I provided?  It would be trivial to create a wrapper script which does 
these steps for you I suppose.  There are quite a few different ways to 
restore email (single messages, entire folders, entire user hierarchy). 
I'm not sure there is a one-size-fits-all solution.
