Cyrus-sasl-2.1.17-2 build fails

I'm not sure about the db4 vs db3 part, but whichever way that turns out
you will still need to install the associated db?-devel package.  In
general, the base package doesn't necessarily include the files needed for
development.  Those are typically placed in an associated '-devel'
package.
